NFPA Hazardous Material Incident Commander
Date: November 9 & 10, 2019
Time: 08:30 am to 04:30 pm
Location: Applegate Fire District HQ  Training Building, 1095 Upper Applegate Rd., Jacksonville, OR 97530

2-day course - scheduled 8:30am to 4:30pm each day - delivered using the highly regarded Hazardous Materials: Managing the Incident teaching curriculum which focuses on the following core topics:
-Hazardous materials properties and effects
-Identifying the problem and implementing the response plan
-Hazard assessment and risk evaluation
-Personal protective equipment selection
-Identifying and coordinating resources
-Decontamination procedures
-Procedures for terminating the incident
-The Eight-Step Process©

Course hosted by the Oregon Office of State Fire Marshal Hazardous Materials Transportation by Rail Program.

Registration, all materials, and working lunches each day are provided at no charge.

Frequently asked question:
Q: Is completing the HAZMAT IC course or seeking DPSST accreditation as a HAZMAT IC required in Oregon?

A: The short answer is that the requirement is based on the local Agency Having Jurisdiction (AHJ) or employer and their policy for qualifying personnel to serve as a HazMat Incident Commander.

OSHA, under CFR1910.120(q)(6)(v), does outline that incident commanders who will assume control of the incident scene beyond the first responder awareness level shall receive at least 24 hours of training equal to the first responder operations level and in addition have competency in the following areas and the employer shall so certify:
-Know and be able to implement the employer's incident command system.
-Know how to implement the employer's emergency response plan.
-Know and understand the hazards and risks associated with employees working in chemical protective clothing.
-Know how to implement the local emergency response plan.
-Know of the state emergency response plan and of the Federal Regional Response Team.
-Know and understand the importance of decontamination procedures.

The NFPA HAZMAT Incident Commander course being offered by OSFM allows personnel to complete a standardized curriculum to meet these OSHA competencies.

AHJs may also use this training, on top of current first responder operations training, to meet the OSHA training hour requirement.

In addition, completing the course and associated DPSST taskbook offers the opportunity to seek accreditation as additional documentation of meeting the OSHA competency.
