King County Passenger Only Float Replacement (Seattle, WA)

Description:
The King County Water Taxi system operates passenger ferries in and out of Pier 50, located in Seattle, alongside Washington State Ferries Colman Dock. The passenger ferry terminal is under reconstruction along with the Colman Dock Terminal. King County Marine Division (KCMD) is replacing the existing steel barge with a new open cell concrete float, 117 feet long by 30 feet wide.

During the initial phase of the project, KCMD elected to utilize the Design Build Project Delivery Method for the construction of the float. This would enable KCMD to deliver the project quickly and maximize the opportunity for collaboration and innovation between the contractor and engineering teams.

The presentation will cover:
The process KCMD went through to gain approval to utilize the Design Build delivery method
Development of the design criteria
Development of the bridging documents
Technical challenges the team encountered.

The presentation will also cover several key challenges the Design Build team faced including:
Determining the proper balance of detail for the bridging documents so as not to inhibit innovation, or leave the Design Build team open to too much risk.
The float location and geometry that made the float susceptible to large dynamic movements in storm conditions
Compressed schedule for design and construction phases
Limits placed on the previously designed guide pile reactions

Catrina Walter has a decade of experience in analysis and design of waterfront and offshore facilities, including a strong background in the analysis and design of concrete structures. Her experience also includes the design of large-scale, floating concrete structures; precast concrete liquefied natural gas tanks; and the dynamic analysis of cranes for nuclear applications. As the Lead Structural Engineer on the Pier 50 Float Replacement Project, she led the design and engineering construction support efforts for the Float and its appurtenances.

Markus Wernli has 25 years of experience in the field of structural engineering and marine concept development and design. He has managed the development of floating piers, floating and land-based liquefied natural gas storage, arctic gravity-based structures, wind turbine towers, and renewable ocean energy convertors. He acted as the design project manager for the Pier 50 float.

Ed DeBroeck is an experienced marine structural engineer with over 10 years of experience working on large industrial piers, wharves and bulkheads; Cruise ship terminals, fishing ports, ferry terminals and floating structures. Ed has also worked as the Prime Consultant for marine projects. Ed was the lead project manager and technical representative for King County, assisting in the development of bridging documents, attaining approval to use the Design Build process and lead engineer through the procurement, design and construction phases.
