Topic: Alternative Funding for Infrastructure Projects with a case study of P3 for Port of Calais, France

The presentation will introduce the concept of Alternative Delivery and P3 (publicprivate partnership) and will share a case study about Port of Calais in France. Through Alternative Delivery, Port of Calais managed to use Public Private Partnership to contract out with minimum subsidies the DBFM and Operation of a Port extension via Concession and Availability Payment Project Financing.

Speaker: Philippe Rapin, Mott MacDonald

Philippe Rapin has over 10 years of experience in Alternative Delivery / P3 projects, providing procurement and transaction technical advisory to public and private clients. With over 50 projects in multiple jurisdictions in North America and Europe, Philippe brings valuable expertise to clients to improve project risk transfer, financial viability and ultimately successful procurement. Philippe draws on his expertise leading teams across various sectors: roads, transit, ports, water, aviation, buildings, waterways. In the port sector, Philippe has been involved in projects such as the Port of Philadelphia (USA), RBT2 (Canada), Le Port de Calais (France), Tangiers Med II (Morocco).
