Though the New York City Police Department prohibits chokeholds, a chokehold, combined with chest compression and poor health, was the cause of Eric Garner's death on July 17, 2014. Captured on video, Garner's brutal treatment has been witnessed by millions, and his last words, "I can't breathe" - repeated eleven times - became a rallying cry for the Black Lives Matter movement. Meanwhile, the officer responsible for killing Garner has never been indicted.
